Position Summary:
The Emergency Response & Security Leader will provide leadership, guidance, technical problem solving, and program implementation support in Safety, Emergency Response, Fire Protection, & Security. This role reports to the Plant Health, Safety, & Security Manager.
Responsibilities:
- Responsible to ensure the Plant Emergency Response Team (ERT) is prepared to safely and effectively respond to emergency situations, minimize exposure to personnel, community, and environment, and mitigate damage to property and equipment
- Ensure site security is compliant with Maritime Transportation Security Act and in line with company standards
- Work with stakeholders to build a strong safety culture that engages all employees
- Responsible for Fire Protection and Security assets, including maintenance and inspections of fire extinguishers, cameras, sprinkler systems, hydrants, valves, and security/fire alarm systems
- Determine emergency response equipment needs and evaluate new equipment and technology as appropriate
- Ensure compliance with all applicable corporate, local, state and federal requirements
- Continuously improve site safety, security, and emergency response procedures, training, and processes
- Provide technical input into safety, security, and emergency response policies, processes, and procedures
- Coordinate internal and external emergency response and security communications and training
- Oversee security and emergency response drills in support of tactical emergency response preparedness and the assessment of performance through debriefings, exercise critiques, and lessons learned
- Maintain site Confined Space Inventory, Rescue Plans, & Entry Plans
- Lead effective incident investigations to determine root cause and ensure implementation of corrective and preventative actions as applicable to emergency response and security incidents.
- Site representative for the Local Emergency Planning Committee (LEPC)
- Manage Fire Protection impairment database and ensure proper work order prioritizations
- Maintain accurate training and inspection records
- Facilitate external compliance audits of safety, security and fire protection programs
- Drive continuous improvement in safety, fire protection and security programs through audits and inspections
- Act as site Subject Matter Expert to answer questions and respond to safety and contractor safety program related issues
- Act as emergency response and security element owner in Site RC-14001 Management System
- Role model the site Safety Observation program and drive employee engagement
- Site Facility Security Officer (FSO) with direct oversight of 3rd party Security service contract
- Direct oversight of 3rd party Fire Protection Officers (FPO’s) and manage overall service contract
- Manage Emergency Response, Fire Protection, and Security budget
Basic Qualifications:
- Bachelor’s degree in Occupational Safety, Fire Protection, Safety Science or related discipline strongly preferred
- 5+ years of experience in Safety, Fire Protection, or Emergency Response
Additional Qualifications:
- Certified Fire Protection Specialist (CFPS), Certified Safety Professional (CSP) or other related certifications are a plus
- Ability to obtain a Transportation Worker Identification Card (TWIC)
- Familiarity of safety regulations/programs pertaining to chemical operations and basic understanding of safety work processes (i.e., Lockout/Tagout, Confined Space Permitting, work permits)
- Familiarity with Firefighting, Confined Space Rescue, Incident Command Systems, and/or HAZMAT Technician EMT
- Basic knowledge of NFPA, OSHA, & MTSA regulations standards
- Ability to prioritize work and handle multiple / varied tasks efficiently
- Demonstrated proficiency with incident investigations and root cause analysis
- Demonstrated ability to use influencing skills to accomplish goals and objectives
- Demonstrated ability to work in a team environment
- Strong bias for action, a sense of urgency, and the ability to match critical and integrative thinking with the ability to drive results
- Self-motivated, able to perform with minimal supervision
