Position Summary: The Payroll Manager is responsible for overseeing and managing payroll activity to ensure outstanding service is given to employees and contribute to the departments goals, objectives and systems. This role ensures accurate and timely payroll processing, efficient administration, and compliance with relevant laws and regulations. The Payroll Manager also provides consultation to employees and internal contacts, managing a variety of HR/Payroll related areas to minimize risk and liability. This includes identifying issues, documenting and maintaining standard processes, staying up to date with laws affecting our organization, and communicating to internal stakeholders. The ideal candidate will have strong data analysis skills to optimize payroll and benefits processes.
Key Responsibilities:
• Oversee the end-to-end payroll process, including data entry, processing, and distribution. Ensure accurate and timely processing of payroll updates including new hires, terminations, transfers, changes to pay, etc.
• Responsible for overseeing HR/Payroll administration and record keeping including compensation, garnishments, taxes and other deductions/earnings into the HR system. Have a working knowledge of payroll processing platform and HR system, Dayforce.
• Assist in evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches and policies to effect continual improvements in efficiency of department and services performed, including payroll processing software/systems and procedures.
• Supervise payroll controls and ensure accurate reconciliation of payroll data, and compliance with federal, state, and local payroll laws and regulations. Conduct regular audits of payroll and benefits records to ensure accuracy and compliance.
• Manage quarterly and year-end reporting including W-2 and ACA Reporting. Participate in webinars/seminars to maintain knowledge of HR/Payroll practices. Assists in development and implementation of personnel policies and procedures.
• Oversee Payroll Administrator(s)/Analysts(s) to ensure accuracy and timeliness of work.
• Resolve payroll discrepancies and respond to employee inquiries regarding compensation.
• Collaborate with HR and finance departments to align payroll strategies with organizational goals.
Qualifications:
• Education: Bachelor’s degree in human resources, finance, business administration, or a related field.
• Certification: Certified Payroll Professional (CPP) or other relevant certification.
• Experience: Minimum of 5 years of experience in payroll and benefits administration
• Technical Skills: Proficiency in payroll software (e.g., Dayforce, ADP, Paychex) and Microsoft Office Suite, especially Excel.
• Knowledge: Strong understanding of federal, state, and local payroll laws and regulations.
• Analytical Skills: Excellent analytical and problem-solving skills.
• Communication: Strong communication and interpersonal skills.
• Confidentiality: Ability to handle sensitive and confidential information with discretion.
• Supervisory Experience: Experience in a supervisory or managerial role is preferred.
Additional Qualifications:
· Strong understanding of payroll and payroll tax laws, regulations, and processes
· Basic knowledge of Microsoft Office; intermediate to expert skills in Microsoft Excel
· Work experience with ADP, Kronos, or similar systems tools
· Demonstrated ability to organize and prioritize activities
· Strong customer service focus, attention to detail, and confidentiality requirements a must
· Excellent analytical skills
· Ability to identify issues and be proactive in process improvements or problem resolution
· Must be flexible and able to shift priorities in a changing environment
· Strong organizational and time management skills to prioritize and plan tasks to meet deadlines
· Some travel may be required
